A sector that runs on cash and paper.

Roughly 1.5 million Tanzanians mine gold by hand, and close to one in ten depend on the sector. Yet the material moves through buying centres on cash and paper — no chain of custody, no reliable royalty record, and no way for the state to see what left the ground.

For the miner, that means no provenance and a worse price. For the buyer, no proof of origin. For the regulator, royalty owed on a figure no one can reconstruct. Everyone is exposed to the same gap: a record that can't show its work.
